Blue Book Listing 11.04

Stroke (Cerebrovascular Accident)

Disruption of blood flow to the brain causing neurological deficits.

What you have to prove

Meet listing via: (1) sensory or motor aphasia resulting in ineffective speech or communication persisting for at least 3 consecutive months after the stroke, OR (2) disorganization of motor function in two extremities resulting in extreme limitation of ability to stand up from seated, balance while standing or walking, or use upper extremities; OR (3) marked limitation in one area of cognitive functioning AND marked limitation in physical functioning.

Medical evidence SSA expects

MRI/CT confirming the stroke, neurological exam findings, occupational/physical therapy notes, speech-language pathology evaluations, and a 3+ month post-stroke assessment.

Common misconceptions

The 3-month waiting period is non-negotiable — SSA won't evaluate stroke listings until 3 months post-event because early recovery is common.

Didn't meet the listing? You can still qualify via a Medical-Vocational Allowance — SSA's determination that your residual functional capacity, combined with your age, education, and work history, leaves no jobs you can do. See our appeals guide for what to do after an initial denial.
