Blue Book Listing 3.03

Asthma

Chronic airway inflammation causing recurrent wheezing, breathlessness, and cough.

What you have to prove

Qualify via either: (1) FEV1 at or below listed table values (same as COPD), OR (2) three hospitalizations of at least 48 hours each within a 12-month period, at least 30 days apart, for asthma exacerbations.

Medical evidence SSA expects

Emergency department and hospital records showing admission dates and treatment, pulmonary function tests, and documentation of medication regimen including controller medications.

Common misconceptions

Visits to an urgent care or office aren't hospitalizations — SSA counts only inpatient admissions of 48+ hours. Well-controlled asthma with only occasional attacks typically does not qualify.

Didn't meet the listing? You can still qualify via a Medical-Vocational Allowance — SSA's determination that your residual functional capacity, combined with your age, education, and work history, leaves no jobs you can do. See our appeals guide for what to do after an initial denial.
